Barrio Planners was one of three consultants on this planning and economic study to prepare a neighborhood commercial revitalization strategy. The study was funded through a special grant of the Economic Development Administration and involved a one mile section of the Whittier Boulevard commercial district in Los Angeles County.

BPI responsibilities included a physical inventory and analysis of existing public and private conditions including land use, detail commercial uses, building conditions, parking and lighting, historic, and cultural landmarks. Other responsibilities included the analysis of public infrastructure needs, circulation, public transit, and pedestrian activity patterns. BPI prepared preliminary cost estimates for all public street improvements and developed consensus from the Revitalization Advisory Committee. The study was subsequently utilized to fund a six million-dollar public improvement project for Whittier Boulevard.
